Hawks in sheep's clothing

John Manley is a respected member of the Liberal family, but is widely known to be part of the "hawk" caucus, those Liberals who are much more supportive of intervention abroad and harder line in foreign policy. The expected conclusions from his report are not a surprise. But that does not make them valid.
